Article «Navigation in the waters of the Northern Sea Route»
1. The water area of the Northern Sea Route is understood as the water area adjacent to the northern coast of the Russian Federation, covering the internal sea waters, the territorial sea, the contiguous zone and the exclusive economic zone of the Russian Federation and bounded from the east by the line of demarcation of maritime spaces with the United States of America and the parallel of Cape Dezhnev in the Bering Strait, from the west by the meridian of Cape Zhelaniya to the Novaya Zemlya archipelago, the eastern coastline of the Novaya Zemlya archipelago and the western borders of the straits Matochkin Shar, Karskie Vorota, Yugorsky Shar.
2. The rules for navigation in the water area of the Northern Sea Route are approved by the Government of the Russian Federation, they are applied in order to ensure the safety of navigation, as well as to prevent, reduce and control pollution of the marine environment from ships and contain:
1) the procedure for organizing the navigation of vessels in the waters of the Northern Sea Route, which provides for the issuance of permits for navigation of vessels in the waters of the Northern Sea Route, the suspension, renewal, termination of such permits and the introduction of amendments to such permits by the State Atomic Energy Corporation "Rosatom" or its subordinate organization; (As amended by Federal Law No. 184-FL dated June 28, 2022)
3) other provisions relating to the organization of navigation of vessels in the water area of the Northern Sea Route.

2.1. The federal executive body authorized by the Government of the Russian Federation, in agreement with the State Atomic Energy Corporation Rosatom, approves:
1) rules for icebreaking assistance of vessels in the waters of the Northern Sea Route;
2) rules for ice pilotage of vessels in the waters of the Northern Sea Route;
3) rules for assistance of vessels along routes in the waters of the Northern Sea Route;
4) regulation on hydrometeorological support for navigation of vessels in the water area of the Northern Sea Route.

3. Organization of navigation of vessels in the water area of the Northern Sea Route is carried out by the State Atomic Energy Corporation "Rosatom" in accordance with the rules for navigation in the water area of the Northern Sea Route, provided for in paragraph 2 of this article, the regulatory legal acts of the State Atomic Energy Corporation "Rosatom" and includes yourself, including: (As amended by Federal Law No. 184-FL dated June 28, 2022)
1) organization of the development of navigation routes for vessels and the use of vessels of the icebreaker fleet in the water area of the Northern Sea Route, taking into account the hydrometeorological, ice and navigational situation in the specified water area; (As amended by Federal Law No. 184-FL dated June 28, 2022)
2) organizing the provision of information services in the field of organization of navigation of ships, requirements for ensuring the safety of navigation of ships, ensuring the implementation of icebreaking assistance to ships;
3) assistance in organizing search and rescue operations in the waters of the Northern Sea Route;
4) organization of vessel traffic monitoring in the water area of the Northern Sea Route; (Supplement with a subparagraph - Federal Law No. 184-FL of June 28, 2022)
5) provision of information on hydrometeorological, ice and navigation conditions in the water area of the Northern Sea Route; (Supplement with a subparagraph - Federal Law No. 184-FL of June 28, 2022)
6) assistance in organizing operations to eliminate the consequences of pollution from ships with dangerous and harmful substances in the water area of the Northern Sea Route, as well as in carrying out work to prevent and eliminate spills of oil and oil products in the water area of the Northern Sea Route. 4. The issuance and renewal of the validity of the permits provided for in subparagraph 1 of paragraph 2 of this article for navigation of ships in the waters of the Northern Sea Route shall be subject to the fulfillment by the ship of the requirements relating to the safety of navigation and protection of the marine environment from pollution from ships (in relation to the waters of the Northern Sea Route) and established by international treaties of the Russian Federation, the legislation of the Russian Federation, the rules of navigation in the waters of the Northern Sea Route, specified in paragraph 2 of this article, and the provision of documents certifying the availability of insurance or other financial security of civil liability for damage from pollution or other damage caused by the ship.
